1957年7月18日，海军党委敲定《完成对台军事斗争后远洋海军建设计划》，史称“718工程”。
支援远洋行动的军辅船规划展开。对这一从未探索的领域，人民海军决定，在接受可能的运行成本波动前提下，建设一种近乎于全能的支援舰艇。该舰航速很高，具备油水、干货补给；线缆敷设；援潜救捞（搭载援潜救生器）等一系列功能，并且具备足够强大的自卫火力与全套编队指挥设施，因此得名“快速综合战斗支援舰”。
1959年，该舰提前完成建设，以献礼姿态参与了国庆十周年阅舰式。在其漫长而光辉的生涯中，除了作为补给舰伴随大编队出航，还曾多次担当轻型舰艇编队指挥舰，并对友好国家遇难潜艇进行救捞作业。
On July 18th, 1957. The party commitee of PLAN finilized a plan called "Ocean-Going Navy construction plan after the Unification of China", which was shortly called as Project 718.
Auxillary vessels supporting ocean operation were planned and built. To explore the field that had never been set foot upon, PLAN built an all-around supporting ship acknowledging the raising operation cost. Hence the name FICSS stands for Fast Intergrated Combat Support Ship.
She is a class of fast auxillary ship, armed with enough armament, proficient in Oil-Water and dry goods supply, line laying, and submergence rescue (Carrying a DSRV).
In 1959, she was completed ahead of its schedule and was presented as a gift of 10th Anniversary of PRC Founding and participates in the corresponding fleet review. In her long and illustrious career, she acted as replenishment ship as well as the commanding vessel of ligth ship flotillas and rescued several sunk submarines of friednly nations(mostly USSR).

PS: The designer (myself) was too lazy to come up different types of auxillary ships. So 882 is a ship for all purposes.
