Limiting the Percentage of Autonomous Investment Pool

Autonomous investment is a flexible feature that can save players a lot of hassle. However, allocating a large amount of building capacity to the autonomous investment AI in the early stages of the game may not be satisfactory. Although the game rules can set the opening of autonomous investment, it cannot be changed after entering the game.

This mod was originally inspired by https://steamcommunity.com/sharedfiles/filedetails/?id=2952692542, where the investment pool was closed, causing pops to stop investing directly, which is actually not appropriate.

Since the game rules cannot be changed (or I haven’t found a way to change them), this mod uses a workaround to manipulate the autonomous investment pool by changing the allocation of building capacity for autonomous investment.

In this case, the funds in the investment pool cannot subsidize the player’s construction. As a compensation measure, a method is provided to directly transfer the investment pool funds to the national treasury (please avoid exceeding the limit of the national treasury).

All functions are provided through resolutions and events, and should be compatible with any mods.

Enabling automatic investment within the game rules is required.

The discovered issue is as follows:
When there is an excessive amount of funds in the investment pool, it is difficult to prevent the AI from continuously adding new constructions to the queue.

Temporary solution:
At least reserve a small portion of autonomous investment for the construction power to be called upon.

限制自主投资池的比例

自主投资是一个灵活的功能，可以帮助玩家节省很多的操作。但是在游戏初期，将大量的建造能力分配给自主投资AI并不是一件令人满意的事情。游戏规则虽然能对自主投资的开启进行设定，但是进入游戏后变无法改变。

本mod最初是受到了 https://steamcommunity.com/sharedfiles/filedetails/?id=2952692542 的启发，该mod的实现中关闭了投资池，这会导致pop直接停止投资，实际上并不合适。

由于游戏规则无法改变（或者是我没发现如何改变），本mod采用了曲线救国的方式实现对自主投资池的操纵，即通过改变自主投资建造能力的分配方式。

在这种情况下，投资池内的基金无法补贴玩家的建造，作为弥补措施，提供了方法直接将投资池基金转入国库（请注意避免国库超过上限）。

所有功能都是通过决议和事件提供的，应该与任何mod兼容。

需要在游戏规则内开启自动投资。

至少留出一小部分自主投资可以调用地建造力
