Population resolution
添加了三种决议，当人口少于4000万时，可以用鼓励生育的决议，＋50%生育率，当人口大于8000万少于4亿时，可以使用计划生育的决议，-30%生育率-60%移民，当人口大于4亿时，可以使用-50%生育率，-100%移民，＋50%死亡率的决议。严格控制了人口的数量，AI国家会使用后面两个决议，所以大清开局人口将不再变动，每年减少0.08%
Three resolutions have been added. When the population is less than 40 million, a resolution encouraging fertility can be used, with a fertility rate of+50%. When the population is more than 80 million but less than 400 million, a resolution on family planning can be used, with a fertility rate of -30% and an immigration rate of -60%. When the population is more than 400 million, a resolution on -50% fertility rate, -100% immigration rate, and+50% mortality rate can be used. The population has been strictly controlled, and AI countries will use the latter two resolutions, so the population at the beginning of the Qing Dynasty will not change and will decrease by 0.08% annually
