Description:

Settlers may Emigrate to Cities adding +1 Population. Consumes the Settler.

The Steward’s(Magnus) Governor ability "Provision" has been changed from :
Settlers trained in the city do not consume a Population.
To :
+100% Production towards Settlers in this City.

Otherwise you could exploit it to give you free Citizens.
