In 1959, the Ministry of Railways of the People’s Republic of China issued the task of designing a new type of steam engine for mining production and yard shunting to all rail factories across the country. In 1960, Tangshan Locomotive and Rolling Stock Works (CRRC Tangshan Co., Ltd. since 2002) and Datong Locomotive Factory (CRRC Datong Co. Ltd. since 2003) completed the design of a new steam engine at the same time. The type Shangyou (SY, "Upstream") steam engine designed by Tangshan based on the type Jiefang (JF, "Liberation") steam engine finally passed the technical verification and review of the MOR PRC, while the type Gongnong (GN, "Worker and Farmer") of Datong was rejected. In the end, only 10 steam engines numbered 1920-1929 rolled off the assembly line.
The tpye GN of the Datong Locomotive Factory are very different from other steam engines in China at the same time, no tender is a notable feature. The rest of the indicators are basically the same as the type SY steam locomotive.
