JAPAN: HIDEKI TOJO

Requires: RISE AND FALL

Trait: Razor’s Edge
Has access to a unique Governor, Hirohito, the Emperor. Gains the Zero and Yamato unique units. +2 Movement for all units for the next 10 turns after declaring a Surprise War. +50% Production towards the Zero.

Governor: Hirohito – "The Emperor"
Governor Hirohito is revered for his deep faith and military acumen, utilizing his expertise to enhance both faith and militaristic aspects of a city.

Unit: Zero
Japanese unique Modern era air unit that replaces the Fighter and gains the Kamikaze ability.
Kamikaze: +8 Combat Strength against Naval units.

Unit: Yamato
Japanese unique Industrial era unit that replaces the Battleship. Slightly stronger than the Battleship and gains 1 aircraft slot.

Agenda: Ichigo
Will often declare Surprise Wars, and likes civilizations that do the same. Dislikes civilizations that do not declare Surprise Wars.
