Useful Whaling
Whaling isn’t very good in Victoria 3, however Whaling produced a more than just Meat and Oil and historically was very profitable, so I added things.
Fish, while Whales are Mammals, they’re big animals and have spent millions of years in the Ocean.
Fabric, parts of Whale were used for Corsets, because nothing says fashion like Whale Baleen.
Tools, people used Whale Bones for Tool making. (Whaling also now requires Tools, because Harpoons exist)
Fine Art, Ambergris, a gross Whale stomach product, is used in perfumes.
Compatible with anything as long as it doesn’t override the production methods of Whaling.
