改动概述：
1.修复了“攻城炮”无法升级至“重型坦克”的BUG。
Fixed the bug that Siege Artillery couldn’t upgrade to Heavy Tank.

2.修复了海军舰艇无法升级的BUG。
Fixed the bug that any navy ships couldn’t upgrade to advanced unit.
