Army Composition Bandaid: A Fall of the Eagles Submod
This Fall of the Eagles bandaid fix submod convinces AI factions to recruit tier 2+ units by changing all unit recruitment times to one turn.
Not the best solution, but it does seem to work and (in my experience) it helps the AI more than the player as you can no longer win every settlment defence battle.
