Harvest Population Tweak
This mod changes the Harvest Population sustained city spell to instead of giving a flat +10 souls per turn and -20 stability -> +1 soul per turn per pop and -2 stability per pop in the city which the spell is cast upon. This makes founding a 1-pop city just to farm souls not very lucrative, and cities bigger than 10 that have naturally slowed down in growth rate may prove even better candidates for becoming soul farms.
