This mod let’s any reformed tribal faith convert to a clan government. It will also pop an event for your vassals where they can choose to adopt the clan government or stay tribal.
The AI will take this decision too, but it is quite rare.

Returning to say that it’s also balanced really well. Feudal needs level 2 Prestige and 5 Development in your capital, along with top level tribal control. This needs level 4 prestige + top tribal control, but no development. Works very well especially considing the structure of a clan government.
