Update:
By request, added the decision to move the de jure capital of Italy title to Rome if the player wants to. It also allows the players current capital to be the new de jure capital if they want.
Combines the kingdoms of Italy, Venice, Romagna, and Sicily together. If you are a king this will make all de jure land under these titles become de jure under whichever one you chose as your primary title. As an emperor however, whichever title you want them under needs to be the only you have. It will then add this title to the de jure empire you have as primary title.
King Example:
Primary Title is king of Italy. The duchies under Venice, Romagna, and Sicily become de jure part of Italy.
Empire Example:
Your primary Title is emperor of Italia. Only Sicily kingdom title is being held and the other 3 not existing. The de jure duchies under the other 3 kingdom titles become de jure part of Sicily, and Sicily becomes de jure part of Italia empire instead of Byzantine empire.
I have also made it so the decision only shows up if you completely control one the kingdoms.
