Unit Caps and Loyalty DEI sub mod With Imperium Relation
This is a DEI sub mod, this mod needs to be loaded above DEI. Make sure you have it as

3: Divide Et Impera Part 2
4: Divide Et Impera Part 3
This mod adds 15 loyalty to each government type and removes unit caps from all units. Also removes or half imperium relation penalty I can’t remember.
