Settler++
Settlers have +3 movement, +2 vision, and +10 cost (5 movement, 5 vision, and 90 cost in total).
I feel that being able to actually make a decision to move your capital (more than just a space) gives you a bit more agency and you feel just a bit less bored. The fact that this affects settlers other than the first one was part frustration at how many forests/jungles there are in my maps and part wanting it to be overpowered.
