Been a while since i made a QoL script, so this will make up for it. Adds a much deserved +shift boost to mudskippers, so they are much alike to the jeep.

ConVars:
-BoatBoost_Delay 8 | cooldown delay in secondy
-BoatBoost_Power 25 | boost force
