Times of Victory Construction Tweaks
Ever wondered why Malta has the same constructive output as the Ottomans? Or the average citizen is 2000x more productive than their Hindu counterparts? Wonder no more! Substance farms and cities now provide base construction. Heavy lifting will now be performed by peasants early game. Urban folk still provide construction but at a lower rate so construction sectors will be necessary as your nation urbanises.
What about the little guy? Construction sectors are much cheaper in the early game, allowing smaller urbanised countries to punch above their weight!
Patch notes:
-Substance farms provide 0.05 construction per level, no resource cost (because it was too hard to balance)
-Cities provide 0.05 to 0.08 scaling with production method. require a small amount of resources
-Construction sectors provide roughly 1/2 to 3/4 of the construction for 1/3 to 1/2 of the cost scaling with production method
