Added Burgundy as a releasable nation,has its own dynamic flag (communist and fascist) and dynamic name ( theocracy,communist and fascist ).Rhone is now a homeland of Occitan so that Occitania can own Rhone when released by other nations
Known bug:The true communist flag BRG_communist could not appear,for it would somehow replaced by another communist flag.
