About

MPBE, or Multiplayer Balance & Essentials (formerly proce3d’s modpack), aims to improve the multiplayer experience of Victoria 3. The mod includes a number of useful tools specifically for multiplayer games as well as a lot of QoC and UI improvements. A variety of balance changes are designed to allow for multiple sessions up to 1900 and beyond. Previous game experience and individual feedback as well as support and cross-server collaboration will help to further develop the modpack.

Features
  • UI & QoL Improvements: GORA UI improves outliner, building grid, topbar, market, trade routes, and state traits visibility. Some minor improvements are added manually.
  • Balanced Laws & Better Character Interactions: Added restrictions for skipping laws within law groups. Law passage times have been lowered to accommodate this change. Character interactions using agitators and leader ideologies are encouraged by decreasing cooldowns to 2 years.
  • Educations Access & Tech Spread: Universities now grant education access. To balance this feature, the education institution also gives less education access. Technology spread from literacy is increased and technology spread from unspent innovation is reduced.
  • Better Population Growth & Migration: Increased base values for birthrate and mortality. Some society techs now affect mortality. High SOL now has a bigger impact on migration attraction and arable land has less of an impact on migration. Added a new world state trait for better migration towards Canada, South America and Australia. Maximum number of migrants per state is capped. Mass migrations now occur more often.
  • MAPI: Railway and port technologies and all rivers now affect Market Access Price Impact. Society techs have less impact on MAPI.
  • Better Decrees: Better Decrees Reworks decrees and adds several others. Balance changes for multiplayer were made.
  • Colonial Claims: Great Powers gain claims in Africa, Oceania and Indonesia when their colony has grown large enough. A claim is granted when one Great Power controls 50% of a state region – Great Powers with colonies in that state region that own at least 20% of it also get a claim.
  • Cold Water Ports: Cold Water Ports adds a state modifier to simulate historical difficulties getting access to warm water ports.
  • Springtime of the Peoples: Springtime of the Peoples is easier to trigger, clearly communicates when it spreads and is generally more impactful, leading to real unrest all over Europe. It can be triggered past 1847.
  • Infamy Changes: Thresholds are changed to 30, 60 and 100. Negative tech spread and trade route competitiveness modifiers are added. Making a war goal primary costs significantly less infamy. Instead of favoring Great Powers (like in vanilla), Major and Minor Powers (small countries in general) now gain less infamy. The population size of the war goal now has a higher impact. To balance late game infamy from population growth, a modifier is added which decreases infamy gain every 5 years. There are 3 different setting for infamy added as a new game rule.
  • Improved Diplomacy: Diplomatic pacts are less likely to break on lower relations. Added subject manager to trade subject with other players or to add buildings to their building queue. You can transfer cash and multiple states at once. It is possible to intervene in ongoing wars.
  • Country Balancing: Infamy scaling, migration attraction and interest rates are now more linear than just favoring Great Powers over others like in vanilla. Added more starting technologies to Sardinia-Piedmont, Spain, Netherlands, Sweden, Ottoman Empire, Japan, Russia, and Brazil. Further individual improvements to Sardinia-Piedmont, the Ottoman Empire and Japan.
  • Improved Agriculture: Farms and Plantations are now more worker efficient per arable land. Subsistence buildings in general contribute less to the investment pool, employ less workers, and have lower outputs.
  • Better Trading & Convoys: Convoy output by ports is increased. Convoy costs for trading colonial goods, weapons and ships reduced.
  • Military: Now all unit upgrades can be done properly. War exhaustion scales better with high occupation. Attrition rates are reduced. Winning defensive battles are less effective when it comes to occupation progress.
  • Perfomance Improvements: Smaller cities and Save your CPU
  • Some minor changes and improvements to low and very low taxes, wages, hiring process, and job satisfaction.
