Earlier Canals
Canals have existed for thousands of years. The earlisest usage was the irrigation canals in Mesopotamia. The oldest extant canal, in the district sense, is the Grand Canal of China (as represented by their UA.) But other contemporary civilizations also used canals for movement. But apparently Firaxis thinks the Panama Canal is clearly the oldest canal and the word Suez is the name of a childrens book author or something.
This mod moves canals to the construction tech to more closely align with reality. Requires gathering storm as it adds the canal.
