Description:

Enables a decision for the player to lock/unlock all Estates.

Following Restrictions apply:
– Not available to Natives (Sorry Escannis)
– Can’t lock Estates you get in regular Gameplay (e.g. you wont be able to banish your church as a Theocracy)
