General Changes
  • Removed penalties for white peace and dismissing call to arms.
  • Remove penalties for abandoning core, unions and returning provinces.
  • Allow declaration when in a regency for 1 stab and 1 corruption.
  • Added additional default policies
  • Re-balanced "Call of the High Seas" age ability – change the heavy ship cost and light ship cost reduction from – 50% to -25%
  • Revamped buildings with more potential for going tall through more building tiers

Map Changes
  • Added navigable Rivers all across the map
  • More Great Powers (done by the wise and wonderful Maro)
  • Anbencost has 1 province per district
  • Added a hold for bluescale
  • Added provinces for Silverforge
  • Reworked Trade Nodes for better Money balance

Dev and Mana balance
  • Removed Dev Cost Edict
  • Added each dev type must be 20% of total province dev cost
  • Fixed election cost mismatch.(elections were to cheap for long lived republics)
  • Reduce goods produced per dev to 0.15 (from 0.2).
  • Reduced manpower and force limit contribution from development by 25%
  • Increased the base core and diplo annexation cost by 25%
  • Added a scaling dev cost increase by 2.0% per 5 owned provinces
  • Increased base advisor cost by 15%
  • Increased yearly increase in advisor cost to 1%.

Nation Changes
  • Venail AI can’t colonize
  • Added a “Find Mage” decision for Magisterium
  • Removed "Old Traditions" modifier from Ibevar.

Eborthil National Idea Changes
  • Reduced navy morale from 20% to 10%
  • Reduced heavy ship combat from 20% to 10%

Nimmscodd Changes
  • Changed the dev cost reduction from their national ideas from 0.10 to 0.05
  • Change the Mission hierarchy “hierarchy_rebuild_oddansbay” reduce development cost reduction from -15% to -5%

AoE Changes
  • Increased IA gain from free cities
  • Increased crown gain from free cities

Estate Changes
  • Made land rights mutually exclusive.
  • Made +1 mana mutually exclusive.
  • Made advisor cost mutually exclusive.
