Description:
This mod aims to make reforming the Byzantine Empire an the Roman Empire as Greece more fun and more achievable. I have tried to balance it, while still making it much more viable to actually form Byzantium and then expand.

Important note: I recommend only taking one decision at a time and letting a week tick between decisions. Taking multiple decision while paused may result in non-intended outcomes.

TLDR: Form Byzantium by 1 of 2 paths, conquest (grants claims, optional Russian help, and more maneuvers) or diplomacy (launch 3 different uprisings and unify the different countries into one). After Byzantium is formed gain claims and legitimacy modifier which gives assimilation, conversion, maneuvers, and infamy decay (starts negative but conquering land improves it). Optionally can also recreate Byzantine culture, refound the legions (modifier that increase offense/defense and increase military wages), and increase tech spread with increased pop bureaucracy cost. Legion and tech spread modifiers increase with conquest. After Rome is formed change Byzantine culture to Roman (if Byzantine culture was chosen) and gain claims on Iberia, France, Rhine and England/Wales plus a nice modifier.

Forming Byzantium

– There are two main paths to forming Byzantium, which are mostly mutually exclusive.

Conquest:

This path gives immediate claims on Macedonia, Thessalia, and Western Thrace, a temporary modifier increasing diplomatic maneuvers, and unlocks some decisions. Once starting claims are owned and Nationalism is researched, gives claims on the lands needed to form Byzantium.

Includes decisions to:

-Make the Patriarch subservient to the Russians – adds a negative modifier, but it boosts relations with the Russians, gives Russia an obligation to Greece, and has Greece join the Russian market as a junior partner in a customs union. Can be revoked once Byzantium is formed at the cost of -200 relations with the Russians, leaving the Russian market, and Russia getting a claim on Eastern Thrace.
-Anti-Ottoman Propaganda – Decreases the great powers opinion of the Ottomans by -50 at the cost of influence and bureaucracy.
-Purchase Russian Dobrudja.
-Purchase Austrian Montenegro.
-Annex Montenegro diplomatically.
-Puppet Serbia diplomatically.
-Make Wallachia and Moldova dominions diplomatically.

Diplomacy:

Unlocks the decision to launch an uprising in the Ottoman Balkans. Once Nationalism researched, another uprising can be launched in the Austrian Balkans and the Greek Homelands in the Ottoman Empire. Eventually all countries released in the uprisings can be integrated.

Includes decisions to:

-Decision to launch uprising in the Ottoman Balkans. It takes a year to plan and for the duration of planning a smuggling building in Attica will consume small arms. Once the uprising launches a diplomatic play with with only 20 days left will start with Ottomans declaring an annexation war on Greece.
-Decision to launch uprising in the Austrian Balkans.
-Decision to launch uprising in the Greek Homelands.
-Freedom of Movement decision. First step of integration, takes 4 years to complete. It will give all countries the no migration controls law.
-Central Financing decision. Second step of integration, takes 4 years to complete. It will change all freed Balkan countries from protectorates to tributaries.
-Cultural Acceptance decision. Third step of integration, takes 4 years to complete.
-Central Diplomacy decision. Fourth step of integration, takes 4 years to complete. It will change all freed Balkan countries from tributaries to puppets.
-Integrate Balkans decision. Final step of integration, takes 1 year to complete. Annexes all puppets released via uprising except Romania. Costs money and influence based on number of subjects.

Both paths:

-Decision to break the truce with the Ottomans for the cost of 40 base infamy.
-Decision to purchase Malta from the British.
-Decision to purchase Russian Kars.

Rise of a General:

-Once Greece goes to war, an event will fire creating an agitator who is a very good general. The first option of the event will make him a general and subsequent victories will make him more popular and a better general.

Byzantium

– Upon forming Byzantium claims are granted. More claims can be gained by completing the prerequisite journal entries.

Legitimacy

Once Byzantium is formed, a legitimacy modifier is added, which gives gives assimilation, conversion, maneuvers, and infamy decay. It starts out negative, but quickly becomes positive as conquest journal entries are completed. To complete the conquest journal entries a decision to integrate the area must be taken after the area is conquered.

Innovation Incorporation

Optional modifier that grows alongside legitimacy which increase innovation spread but increase the bureaucracy cost per population.

Restore the Legions

Optional modifier that increases land offense and defense at the cost of increased military wages. The modifier will increase by taking the decisions to restore certain legions.

Cultural Restoration

Optionally, Byzantium can restore Byzantine culture, changing primary culture to Byzantine. It will remove the existing homelands when the conquest JEs are completed and add a Byzantine homeland and convert 5% of the population to Byzantine culture and Orthodox faith.

Rome

– Upon forming Rome, Byzantine culture is changed to Roman (if Byzantine culture was chosen) and Rome gains claims on Iberia, France, Rhine and England/Wales plus a modifier that increases legitimacy, prestige, authority, and decrease infamy generation.

Potential Future

I am a little burned out on the mod right now, but I think I will come back to it. Future plans may include:
-Diplo-integration of liberated nations if they were part of the Roman Empire
-Unique names and bonuses for IG groups
-Unique companies with 1.5
-New monuments for Rome and Constantinople
