[TROM+TUP] Part 1 (Release Army Max Cap)

This is the amended part 1 version which released the army max cap from 15 to 999.
The limitation of 15 tends to reduce the laggy issue in late game.
However personally I dont quite care on this, usually I will just restart my game when I feel the laggy becomes serious.
Please leave both Part 1 mod in your mod manager.
Enable this one and turn off the original part 1 to make this work.
