No City Information Bar

Description:

When the camera height is high, the information bar UI for all cities will no longer be displayed (using a script to forcibly hide the UI, even if you hold down the spacebar, it will no longer be displayed).

Does not affect the UI display when the camera height is low.

If CA fixes this bug in the future, I will remove this mod.
