Germany & Austria fix
Fixes german Unification and Austria Hungary formation bugs
Now The Matter of Hungary je doesnt dissapers when you loose Hungarian Homelands (it means you can still form Austria-Hungary after civil war)
To unify Germany you now can be overlord of Confederation of the Rhine, no need to destroy it
Also removes German homeland from Transdanubia
These 2 bugs have annoyed me a lot, so i decided to fix them with this mod
