After Wu Zetian consolidated her power and annihilated those who dare to oppose her, she commisioned the construction of a Mingtang ("Illustrious Hall") at Luoyang in 688, also known as the Divine Palace of Myriad Images. The architectural design of the Divine Palace of Myriad Images incorporated Chinese traditional astronomical and cosmological concepts. Its round roof and square base reflected the belief that the heaven is round and the earth is square at that time. Its three floors represented the four seasons, twelve shichens and twenty-four solar terms. Atop of it were nine dragons looking up at a fenghuang (a divine bird). These designs indicated the relationship between the ruler and the world. As a place of paying tribute to the heaven and earth and issuing edicts, the Divine Palace of Myriad Images was the center of Wu Zetian’s regime, until it was destroyed in fire.

Must be built adjacent to the City Center, and you must have founded a Religion. +1 Great Person points of each type Unlocked at the Civil Service civic.
