Frog Wizard(Slann Mage Priest) Provincial Limiter/Spam Fix
No more frog wizard(Slann Mage Priest/Rite of Awakening) spam.
It works like this mod I just uploaded by swapping the key. Kept em’ sep because it was quicker to test.

How work?
If there are more frog wizards than the AI faction is supposed to have, then no frog wizard dances(locks rite of awakening) for lizard dudes(AI lizardmen factions), and any excess frog wizards take script-enforced dirt naps(… self-explanatory).

"The basics are that it enforces a "provincial limit" on the AI factions that breaks down like this:
0 fully controlled provinces: 1 Ark
1 fully controlled province: 2 Arks
2 fully controlled provinces: 3 Arks
so on, and so forth.
It does this pretty simplistically by locking out the rite for the AI factions if they’re at or above their ark frog wizard limit, allowing it to operate normally if they’re below the limit while containing fail-safe measures to clean up in progress campaigns and ensure that the provincial limit is enforced at all times.
It judges the arks frog wizards of a faction going off which one has the least amount of units, and the ark frog with the least amount of ranks to cull first, lather rinse repeat until the faction is down to the amount it should have based on the above criteria. It should never target the player faction(if applicable) either."
