Changes difficulty levels so AI gets less starting bonuses, but more constant bonuses so they keep up in production and tech throughout the game. Updated for GS and added tourism scaling.

The main things this mod does are:
– remove extra starting settlers for AI in high difficulties
– make science and culture bonus for high difficulty AI increase with era
– add two new difficulties
– NEW: add tourism bonus for high difficulty AI that increases with era

I’ve updated the mod for Gathering Storm, by setting a load order so it loads after DLCs, and adding scaling for future era.

I’ve also added scaling for tourism, to make the AI more competitive in cultural victory: 20% per difficulty above prince, plus 5% per difficulty and era. These values haven’t been tested extensively yet, so if you want to try other values you can change them in the file "EraScaling.sql". Please report if you find better values.
