No Ungoverned Province Penalty
Removes the ungoverned province penalty.
IMPORTANT: I saw that someone else uploaded my mod to the workshop. I know that he uploaded my mod, because if you download the other mod, you can still see my readme, with my name, email and discord-tag in it. I’m not upset with that, because I had no time to upload it myself. But I saw that the other uploader didn’t fix the problems for the newest version of the game so I fixed the mod and uploaded it myself. This mod will be compatible with all other mods while the other one will be compatible with a lot less other mods.
