Form Portugal Decision

• Now the AI will choose to form Portugal instead of usurping or creating other kingdom titles

No, bad AI! *Update*

Paradox changed the title requirements from controlling the territory to holding the duchy titles. This can make it easier for the player, but the AI isn’t so intuitive.

• The AI can take the decision if they hold either the de jure territory or duchy titles
• If the AI holds Badajoz or Galicia and would otherwise be able to form Portugal they will be forced to correct their error
• Made the court event to get a banner trigger for AI who take the decision (only triggers for the player normally)

Compatibility

• Not compatible with other mods that overwrite the decision
