All HS3 Buildings Available

DESCRIPTION
All level 3 Holy Site buildings (Cathedral, Mosque, Pagoda, etc.) are available when the Divine Right civic is obtained, and the "building" class of beliefs is removed.
The Worship ("building") class of beliefs is removed and religions can have 2 Founder or 2 Enhancer beliefs. (Otherwise the game hangs when you evangelize your 4th belief and there are no Worship beliefs to choose from.)
The buildings are mutually exclusive, you can only build one of them in a city. But each city can construct whichever one it needs to fit its needs (add housing, food, science, etc).
