Since I have overhauled a chunk of "Liu Bei"s faction, as seen here https://steamcommunity.com/sharedfiles/filedetails/?id=2807491254 I decided to disable the unique confederation diplomacy option in the main mod. This mod simply re-enables the diplomacy option for the main KOIHIME MUSOU Overhaul mod.

The load order can be found on the image above.

Put this Mod, on top of the Mod titled KOIHIME MUSOU – The Complete Overhaul Mod

Load Order:
