Letty first appeared as the Stage 1 boss in Perfect Cherry Blossom, later she made a brief cameo in Hopeless Masquerade as a background character.
In Perfect Memento in Strict Sense, it was written that she was a type of yuki-onna. According to ZUN, if she was to show her full power compared to her strength shown in Perfect Cherry Blossom, it would cause an incident.
Trait: Manipulation of cold
Receives +4 Gold and +1 Science for each Trade Route with a different civ or City-State. also tundra yields +1 food, production and gold, snow yields +2 food and +1 production and gold, ice yields +3 science and +1 culture and faith
UW: Arctic Petra
+1 Food, Production, Gold, Culture, Science and Faith for all snow tiles worked by this city. Gains two additional trade routes slot and Caravans appears in the city. +6 Science once Refrigeration is discovered. City must be built on or next to Snow.
UU: Arctic Cavalry
Mounted unit that specializes in Snow warfare and protecting Letty’s lands. Receives combat bonuses when fighting both in Snow tiles and Letty’s territory. May only be built by Letty.
UI1: Icecream Stand
Icecream Stand can only be built on a Snow tile. It provides one additional Food, Science, and Gold. Must be built in Letty’s territory.
UI2: Fridge
A Fridge can only be built on a Snow tile. It provides one additional Food, Production, and Gold. It also provides the same +100% defense bonus as a Fort. Must be built in Letty’s territory.
