[WoTC] No Missable Character Pool Soldiers
Tweaks how soldiers are awarded from the "Rookies" and "Soldier" POI.
If a POI is not completed, the soldier that would be rewarded is no longer deleted from the game, like default, but is added back to the unused pool (Missions and Covert Actions do this by default). These soldiers can be acquired later from other POIs, as mission rewards, from the black market, or as monthly recruits.
That way you can have a shot at getting all your pool soldiers even if you skip a POI that had some of them as a reward.

MCOs XComGameState_PointOfInterest making incompatible with other mods that MCO the same class.
