Backgrounds Are Hero Skills (Edited Version)

This mod turns background character traits into hero skills.
Changes made:
– Heroes are able to choose one skill from each categoy for 1 Skillpoint each. (Combat, Government and Leadership)
– They are also able to choose one Afinitiy for free, every Affinitiy is only available once for the Faction, because I dind’t wanted to choose having those or a Government skill for a city on the Heroes.
AIs will choose those skills as well.
Except for Affinity skills all skills will reset with a skill reset.
This mod adds a tome at the start of the game which makes Tier 2 Tomes instantly available.
