Garrison Command
Overview:
Adds two Empire Upgrades for any class that reduce tier 1 unit and tier 1 and 2 unit upkeep respectivly, as long as those units are garrisoned in cities.
Motivation:
While there are numerous advantages in tactical combat for Defenders, on the strategic layer it was never really worthwhile to fortify your cities in the first place.

This is version 2. The main change was to split the research into two Empire Upgrades. The first upgrade reduces unit upkeep of garrisoned tier 1 units by 1, i.e. their upkeep changes from 4 to 3 gold per turn. The second upgrade reduces unit upkeep of tier 1 units further to 2 gold per turn and tier 2 units from 8 to 6 gold per turn.
