Development Changes
Changes to the way you have to develop provinces.
It makes it so that the lowest percentage of dev in a province must be at least 20% of the total province dev (Can be bypassed by missions and events) AKA
to get a 10 dev province you must have at least 2 base tax/ Production/ Manpower
to get a 20 dev province you must have at least 4 base tax/ Production/ Manpower etcetc
