AI Overhaul Bombers and Aircraft Carriers for AI
Little AI overhaul.
AI now produces Bombers and Aircraft carriers(AC). AI will not mass produce. Max bombers for nation is up to 20 bombers, but most of the times it is no more than 15. AI will produce maximum 3 carriers and rarely 4.
AI will spend resources to produce these units and prioritize technology research costs more than training these units. This means that in modern age it will train bombers and ACs if it have enough wealth and oil to research Socialism and Information Age. In Information age AI accumulate wealth for Global Prosperity first then train bombers. (There is 5% chance that AI can get command to train Bombers and ACs even if it not accumulated wealth and oil for technology researches.
AI will never train these units if it has no resources or where to train.
