A rewrite of Jellyfish’s Platoon Leader: High Command Mod 1.3

This rewrite keeps most of Jellyfish’s original codebase but is completely refactored and up to the latest bohemia standards in terms of using functions library, eventhandlers and addon options.
You will see some new features and options in this version but 90% of the work is due to Jellyfish
