This mod Simply removes Penalties from most Traits

NO Popularity loss
NO Commander Penalties
NO IG Penalties
NO Countries Penalties

However Health Problems stays on
most of Health penalties are sets to 100%
only Serious diseases sets to 300%
Especially "Senile" has -100 Popularity Penalty
