Diplomatic Victory Rebalanced [Beta]

The Diplomatic Victory Rebalanced mod changes the way to acquire Diplomatic Victory points in order to promote a new active strategy for the player, instead of a passive and boring gameplay.
The Diplomatic Victory is now awarded to the Civilization that can manage to establish itself as the world’s police force by keeping a stable military presence everywhere, granting immediate support during Emergencies and preventing other Civilizations from disappearing.
Emergencies now award a huge sum of Diplomatic Victory points, split into Tiers like Scored Competitions. Reaching the First Place in Emergencies is key to achieving the most Diplomatic Victory points in a short time. All Members will still get the usual Member rewards for winning the Emergency, regardless of Tier, as long as they have a non zero score.
While the primary focus of the Victory is now on Emergencies, the importance of humanitarian aid for the victory is preserved. Instead, the impact of points gained through voting is greatly reduced due to the higher score required to win, while other sources remain valid by awarding more points.
Diplomatic Favor is also still important, and more than before. Special sessions of the World Congress now cost more Diplomatic Favor, increasing the worth of the currency and encouraging trade to Civilizations that might need it. At the same time, the World Congress can now choose a Leader to lose 4 Diplomatic Victory points instead of just 2, preventing players from voting against themselves late in the game. Players aiming for a Diplomatic Victory should now care more about Diplomatic Favor, both for trading with other players, and to prevent losing Diplomatic Victory points.
