The Empire Strikes Back
Tired of a completely anemic AI HRE? Then this is the mod for you!
This mod rebalances the Emperor, the HRE Imperial authority mechanic, adds additional benefits for having free cities, and introduces a special set of Empire Ideas for all the members of the HRE to pick.
Please note that these changes are intended to be used by the AI to make up for its shortcomings and would be overpowered in the hands of an experienced player. With the changes set, it will still have flaws, but should actually manage to pass a few reforms, and in some rare cases, all of them.
