Unlimited Free Cities
This mod removes the limit on number of Free Cities in the HRE, as well as the 10 dev minimum requirement for nations to become free cities. A future update could change the imperial authority growth from free cities (increase or decrease) or could also change the number of provinces a free city is allowed to have, which at default, is 1. However, I will wait for feedback before deciding on these changes.
