I kept getting stuck with totally unbalanced power stores. This is meant to solve it by making more prices mixed.

Rebalanced Prices:
Increase Stability: 50 each (was 200 Religious). Stabilizing society requires a mix of religious, military and civic invention with an oratory move.
Enact Law: Oratory 125/Civic 125 (was Oratory 250). Laws require civil infrastructure as well as oratory power.
Buy Invention: 25 each (was Civic 100). Unfortunately, you can’t make different types of Invention cost their appropriate power, so I settled for an even split.
Buy Idea: Oratory 25/Civic 25 (Was Oratory 50). Same as Enact Law.
Fabricate Claim: Oratory 100/Military 100 (was Oratory 200). Representing the future cost of “pressing the claim” (Declaring wars don’t have a price).
Support Rebels: Military 50/Oratory 50. Representing both arming the rebels and fermenting the flames.
Change Governor Policy: Oratory 25/Civic 25 (was Oratory 50). Same as Enact Law.
Increase Legitimacy: Civic 7/Religious 7/Oratory 7/Military 7 (was Civic 25). Legitimacy at this period comes from a mixture of civic infrastructure, religious mandate, military power and populist oratory strength.
