It now can be built as a player sector controlling administration building. Blueprints available from non-DLC factions reps under defense modules for a million space ducats.

This, understandably, is probably not save friendly unless you deconstruct everything involved. Be smart about it!
This has all the misalignment issues of the base mod, I don’t have any of the files/tools needed to adjust the slight offsets. My contrition.
This version is confirmed working for 7.0 (I tested with the public beta branch as well.)
