This does not require sv_cheats 1! 😀

How did I do it?
The function is game.SetTimeScale(0.1). The default is 1, 0.1 would be slowmo.
If you have an idea please post in comments. I’ll see what I can do.

Here’s the binds for the tool:

bind <key> slowmo
bind <key> normaltime
bind <key> toggle_slowmo

HOW TO USE BINDS (IF THE BINDS ARE NOT WORKING READ THIS:
Open your console by pressing "~" on your keyboard. Type in the command that you want to bind above, word for word, letter by letter. Replace <key> with the key you want to bind it to.
