The Project 1134 "Berkut(Golden Eagle)" missile cruisers entered service in the late 1960s. Due to delays in the development of the URPK-3 "Metel" anti-submarine missile system, the four ships were fitted with earlier P-35 missile launchers, serving as anti-ship missile cruisers targeting surface fleets. By the 1980s, however, the P-35 missile had become obsolete, with a limited payload of just four missiles unable to penetrate any modern air defense networks, severely reducing her combat effectiveness.

As Project 61 ships underwent modernization, the Red Navy selected the four Project 1134 cruisers as candidates for the second batch of modernization.

Back in 1977, the S-300F system was tested on the Project 1134B class (History Picture Above). While the Navy intended to install this system during the modernization, issues with the weight and reliability of the eight-cell rotary vertical launchers led to the decision to adapt the 5V55RM missile for twin-arm launchers. The M-1 missile storage was modified to cope with it, providing a total of 48 missiles. The 3R41 radar was installed at the stern, replacing the original 4R90 radar, forming the S-300F1 system. To enhance close-range air defense, eight 3K95 vertical launch systems were added to the forward deck. However, due to the installation of only one 3R95 fire control radar, the interception capability was notably inferior to that of Project 1155 ships with a similar missile load.

For the most important part, the P-35 launchers and fire control radars on both sides of the bridge were replaced with twin P-700 launchers. Since the P-700 no longer required the Ka-25TS helicopter’s radar for mid-course guidance, the onboard helicopters were upgraded to Ka-27PL models to support anti-submarine warfare.

In 1984, RKR-048 Sevastopol, the first of the four modernized Project 1134U cruisers, completed its refit at Shipyard No. 190 and was subsequently assigned to the Northern Fleet to address rising tensions in the North Atlantic. These ships served as supplements to the Slava-class cruisers and were deployed within Project 1160 aircraft carrier strike groups, taking on long-range anti-surface and area air defense missions. She was also capable of leading small strike groups, acting as the core of raiding fleets to engage surface targets.
