No Upgrades: All Buildings
Replaces Upgrades with Buildings.
Adds a Cathedral and University Equivalent to Pagans.
Adds different Max Building slot count options and sets default to 16.
Sets minimum building slots to 8.
Lowers and additional building slot cost by 1000.
* Max Building option in New Campaign menu is broken. 12 slots show up as 8 and 16 as 12. The original unlockable building slots of 4 and 8 overwrite the modded ones. The new Max Building options in order are: 8, 10, 12, 14, 16, 18, 20, 24.
