France – Cultural Babylon
France gains cultural version of Babylons insta-tech ability, but for inspirations and civics. No idea how busted or unbalanced this is, but I always wanted to see how it would play out.
France felt like the best pick for this ability. Mostly due to historical context, but also due to their in-game leader bonuses being kinda lame, making it feel less overpowered. I am open for feedback and suggestions if you think other civ deserves this bonus better (I might make separate mod, then).
