Bleeding out soldiers should no longer be eligible to be revived.
Alters Revival Protocol and Restoration so it actually helps stunned units, for those two people who regularly use them.
To be specific, the conditions for Revival Protocol and Restorative Mist meant that stunned wasn’t considered a valid effect that could be cured for it, and Stunned wasn’t even removed by them. This fixes that issue by modifying those abilities so they cleanse stunned, and giving them new conditions that can recognize an impairing condition (which stunned is) as a valid thing to cleanse.
